BILL C-16 TO BE EXAMINED BY PARLIAMENTARY COMMITTEE

You can help – Urge the Committee to make amendments

(Ottawa, Canada - 5/04/2001) - The Standing Committee on Justice and Human Rights of the House of Commons will soon examine Bill C-16, The Charities Registration (Security Information) Act. The goal of Bill C-16 is to remove or deny charitable status from any charity that has made, or will make any of its resources available, directly or indirectly, for terrorism. The Canadian Security Intelligence Service (CSIS) and foreign government agencies will be allowed to provide secret evidence against organizations.

While the goal of Bill C-16 is to protect the integrity of the charitable system in Canada, it will make a fair and transparent trial impossible and will have an adverse effect on legitimate Muslim charities.


JOIN THE NATIONAL GRASSROOTS CAMPAIGN

CAIR-CAN has mobilized a national grassroots campaign to ensure that Bill C-16 is substantially amended. Our activist toolkit includes:


  • An alert on Bill C-16 with a critique of the Bill as well as suggested amendments.
  • A sample letter to send to your MP.
  • An alert calling for communities to submit a parliamentary petition.
  • A sample petition that conforms to parliamentary guidelines for your MP.

In addition, CAIR-CAN has joined a national coalition of 65 Muslim organizations that have sponsored a letter to the Liberal government calling for amendments to the Bill.


NEXT PHASE - URGE THE COMMITTEE TO MAKE AMENDMENTS

Bill C-16 is currently in first reading. Next, it will go to The Standing Committee on Justice and Human Rights, which has the power to examine and amend the Bill. Now is the time to call upon the Committee members to take a principled stand against the Bill and amend it.

ACTION REQUESTED (Be POLITE yet FIRM. Do NOT be hostile)

Call, write or email the Committee member(s) in your province (list provided at the end of this alert).

Insist that Bill C-16 should not be passed unless and until it provides for a fair and transparent process. The Committee should ensure that the Bill is amended to include the following:

* A way to disclose domestic and foreign intelligence information to charities so that they may know the evidence presented against them, thus allowing preparation of an adequate defense.

* A right to appeal the decision of the court.

* A fair mechanism to review the certificate that denies/removes charitable status. (Currently, the Bill allows the Minister of Revenue to review the certificate while using security information against the charity. However, such information does not have to be disclosed to the charity).

* Legal safeguards that will make sure the Bill does not disproportionately target certain ethnic/faith groups because of existing stereotypes or bias.
